City/Port Authority Assistance

The Port Authority of Winona is the facilitator for local economic development activities in the Winona community. The Port Authority can achieve development objectives through a number of activities including:

  • Buying, improving, leasing and selling property
  • Revolving Loan Fund: A local fund established to provide matching loans to businesses
    Issuing bonds for projects
  • Establishing development and JOBZ districts
  • Application for Assistance (PDF)

State and Regional Sources

Southeast Minnesota Initiative Foundation has a number of programs to assist businesses in the Southeast Region of Minnesota. Loans can be made to start or expand businesses in Southeast Minnesota.

Minnesota Investment Fund is a program offered through the Minnesota Department of Employment and Economic Development. Loans are available for local economic development projects that create jobs and stimulate new private investment. The loan is made to the local government and then to the company. Loan recipients must match project costs through private financing.

Small Business Development Loan Program may be available to manufacturing businesses that create jobs and are located or intend to locate in Minnesota. Loans up to $5 million may be available.

Brownfields and Redevelopment Loans may be available to assist in environmental clean-up and redevelopment of property.

Other State Assistance There are a number of state and local financing programs available to businesses in Minnesota for financing business expansion, infrastructure, and training. Contact the Port Authority for more information on programs that may be available to assist you.
