Port Authority of Winona – History
The Port Authority was established by the City in 1968 with approval of the state legislature. The Port Authority serves as the economic development arm of the City of Winona and in addition, fosters the waterborne transportation by operation of a dock and fleeting in the commercial harbor.
Since its creation, the Port Authority has acquired and improved land for industrial and economic development purposes. The authority is also able to issue bonds, develop JOBZ and other development districts and can assist with business location and expansion needs.
The Port Authority is governed by seven commissioners two of whom are city council members. All commissioners are appointed by the mayor and approved by the City Council.
